My mother is a landed immigrant from England. It was difficult for her to get a passport, but she finally has one, so she can come to my wedding in December. She's been told by her sister that she needs a form filled in to be allowed to re-enter Canada. I was unaware that British subjects needed permission to enter Canada, and because she can't find a form, or information about a form, I thought I'd ask my favourite helpful people on here, hoping that someone here knows the answer. Last thing I want is my mother being stranded in the US, she's been living in Canada for 40 years!

Jan 21 2011 sent I-129F package to Dallas lockbox - they lost it
Mar 22 2011 - Sent I-129F package to Dallas lockbox second time
May 2 2011 - NOA1 at CSC
July 15 2011 - NOA2!!!
July 21 2011 - Hardcopy of NOA2 received in mail
Aug 9 2011 - Case forwarded to Montreal
Sep 7 2011 - Packet 4 sent from embassy
Oct 27 2011 - Interview
Nov 12 2011 - Intended POE VISA delayed due to typo on son's name at the consulate
Nov 22 2011 - Picked up Visa
Nov 26 2011 - New intended POE date
Dec 10 2011 - Wedding
Jan 12 2012 - Sent AOS package
Feb 1 2012 - They send rejection notice, they lost a signature page

I'm assuming she has a Permanent Resident Card? According to the website I found that is all she needs.

The Permanent Resident Card

If you intend to travel, the Permanent Resident Card is the official proof of your status as a permanent resident in Canada.

This wallet-sized plastic card is required for all permanent residents of Canada seeking to re-enter Canada on a commercial carrier (airplane, boat, train or bus).

If you leave the country, you will need this card to return to Canada. If you do not plan to leave the country, you do not need the card.

She has a landed immigrant card, not a permanent resident card.

It takes 18 months to get this card, she's looked into it. I'm getting married in December.

Although the PR card is the absolute easiest way to travel, I'd suggest looking into the option of using her landed immigrant document (I think it's IMM 1000) since you will need her to travel at short notice.

She can use the landed immigrant document to enter...by road...in a private vehicle ONLY. I know for sure she cannot fly back into canada with it and any other commercial vehicles (greyhound bus/Amtrak/etc) will not accept it as a travel document either.

I would use it as a last resort solution because they are a little more finicky about using this document nowadays and she may have to go through a few addl questions etc.

That being said, I have travelled on it from the US (buffalo) driving to Niagara falls, onto Toronto. It is proof of her legal landed immigrant status in Canada.
