Is a certified copy an equivilant to an original when it comes to the IV packet? Can certifieds be in packet as long as originals are available to be shown at interview? Seeking clarification because Hubby is a Cameroonian and only has 1 original birth certificate, and is uncomfortable just sending it off. They state that all original civil documents will be returned at interview. However, things do get lost and mishandled sometimes.

Certified copies in this context mean a certfied copy issued by the original authority that issued the original. Yes certified copy, as mentioned, or the original will do both at NVC and Interview. You can cross NVC without either of these. Ask your hubby to get a certified copy of the Birth Certificate from Cameron authority that issued his DOB.
