Scheduling an interview at the US Embassy in Paris

Hello - a little background on us...

Me: American living in the US

My Fiancée: Algerian national living in France

My I-129F petition was approved on Sept 30 (I received the notice in the mail.)

Where we are confused:

Our US immigration attorney has instructed us that the next step of action is for my fiancée to complete the online DS-160 (which she has) and contact the US Embassy in Paris to schedule an interview appointment either by phone or online as per the instructions here: http://france.usembassy.gov/visas/online-appointments.html

The problem is every time my fiancée calls the visa call center number in Paris (0810-26-46-26) to schedule an interview they tell her that she must wait to be contacted by the US Embassy for an interview. (The online interview scheduling website comes to a dead-end as well if you select K-1.) Needless to say, those 14 euro phone calls are starting to add up.

It appears that the visajourney.com K-1 Process Flowchart confirms what the visa call center in Paris is telling us - that we aren't supposed to initiate the interview scheduling; they contact us. However, that brings up the question: why does our American immigration attorney keep telling us that they're wrong?
