1. Have her FILE an I-130 on each of them.

2. When/If her status changes to USCitizen, update USCIS and/or NVC.

This is correct. An LPR can't file for parents or siblings.

When she becomes a US Citizen in about 2 years, will that also speed things up by applying now? Does it make any difference if she applies now as a Green Card holder or applies when she becomes US Citizen?

She is not elligible to apply as a Green Card holder, she must to be a USC, before applying.

Green Card holder can only apply for a husband/wife.

she can't file now for any one of them, she has to show proof of US citizenship. Once she is a USC, she can file for them.

if she files for her brother, it will take more than 10 years.

Ok, how about when her parents become US Citizens within 2 years here in the USA, how long would that take for them to apply her brother to the USA instead?

first your wife has to become a USC to file for them, you said that she would become elegible for naturalization in 2 years.

she files for parents and it will take around a year longer, her parents will have to wait 5 years for naturalization.

once her parents become LPR, they can file for their son, as long as he is unmarried. if they don't apply for naturalization, the petition will take more than 8 years, but at 5 years of being LPR, they can file for naturalization, and that can lower 1 to 2 years of waiting.

parents will not be able to get US citizenship in 2 years but in 5 years they become eligible. The parents can apply for the child as soon as they arrive and based on current information it would be processed in 6-8 years.

Ok, one last question, is there an age limit in bring my wife's brother here in the USA?

Age can be a factor in bringing the brother over.

Your wife must be a US citizen to file for her brother. Age is irrelevant here. The process currently takes about 11 years.

Your wife must be a US citizen to file for her parents. Once her parents have LPR status, they can file for an unmarried son. An LPR cannot petition for a married son. Age is determined when a visa becomes available. CSPA plays a part. YES - it's complicated and there is no way to make any educated guess at this point since so many events have to occur before this point. If the unamrried son's CSPA age is under 21, then it will be about 3 years. If his CSPA age is over 21, then it will be 8 years.

How old is the brother right now?
