Who submits DS-230?

I'm looking around everywhere, and can't find anything. I'm at the part where USCIS is asking for a DS-230 and civil documents to be sent but they don't say who sends it or where to send it to.

USCIS doesn't ask for it, NVC does. And it's the beneficiary who sends in the DS-230 and supporting documents. The address to send it to is on the bar-coded cover sheet from the payment portal.

Thank you. My wife never received that stuff in the mail. The post office might have lost it, or the jealous neighbors maybe took it IDK. We found that cover sheet online. :D

If you give your email addresses over to a NVC operator, then all correspondence is sent by email. Less chance it gets lost!

If you give your email addresses over to a NVC operator, then all correspondence is sent by email. Less chance it gets lost!

Do you know if this option available for everyone or just for applicants who goes through US consulates in Canada?

Everyone can give their email addresses to an NVC operator. It's actually recommended more so for countries overseas so the packages NVC mails out doesn't get lost.

But remember, this is only one-way. Only NVC will email you. If you're not from an eligible country, then you CANNOT email them packages.

No, UK is not an eligible country for EP nor online forms. You can only snail mail packages.
