What is the EXACT birthday of this person? The law changed on November 13, 1986. If they are 25 years old then they were probably born BEFORE the current law took effect. The prior law required ten years physical presence by the US citizen parent, five years of which must be after age 14. The parent must have been a US citizen at the time of birth.

The person claiming citizenship must file the N-600.
