i need experts to anwer me on this issue

can a us visa b1/b2 which has been stamped CWOP which is not expired be re-issued if it turns out that the allegation based on which the said visa was cancelled are untrue and false

No. You will have to reapply and explain yourself....COs need very little in the way of derogatory information to CWOP a visa. There is no court in which to appeal, no standard of evidence a CO needs, etc. Your word against the person who CWOP-ed your visa is not likely to be worth much. Let me guess...when applying for said visa, you told the CO you were going to visit for 2-3 weeks, instead, stayed nearly 6 months, and have no credible explanation as to how you were able to sustain/support yourself in the US of A for that period of time...correct?

The million dollar question.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
