If you make a new service request does it cancel out a previous one?

My wife called the NCSC a monthh ago and we faxed evidence but we never got a response on our service request. Then on October 7th she caled back and the operator made a new service request. Now they sent an email requesting the same evidence we already sent to them. So, my question is what happened to our other pending service request? The level 2 operator told her they had received the evidence and that if she resent it then she will get the same answer either way. So, can she have two service requests pending or does the new one only have validity or just the first one? We are both very confused here. She received an email that stated they needed evidence for the October 7th request, although, she has inquired about the one she made last month. Can anyone help us out here?

Thank you or your response. With that said, both are still pending I assume. Sheesh if they deny one and approve another what kind of limbo would we be in?
