F4, can i still apply for a Tourist Visa?

Hey all, our priority date is Sept 2004, and we got an letter from NVC i think a year ago saying that they have received our case and they gave us the case number SKPXXXXXXXXX (Xs being number) , the petition is under my moms name, now me and my mom want to apply for a Tourist Visa to visit my Grandpa, he is really sick, but is there a problem to do this now since our case is in NVC or no, cause we have applied in 2006 and we got a 5 year Visa which expired in Apr 2011.?!?!
