Gov. Jerry Brown has outlawed the open carrying of unloaded handguns in California, signing a bill late Sunday night that makes the practice that had been popular with some gun rights advocates a misdemeanor in the state.

The bill, AB144 by Assemblyman Anthony Portantino, D-La Cañada Flintridge (Los Angeles County), will take effect Jan. 1 and was backed by law enforcement officials throughout the state who said the practice created a public safety issue.

"We view the open carrying of unloaded handguns as a threat to the safety of the communities we police and the safety of our officers," said David L. Maggard, Jr., president of the California Police Chiefs Association.

The ban does not apply to law enforcement, people authorized to carry loaded weapons in public or to people selling unloaded weapons at gun shows, among other exemptions.

Violations of the law will carry a fine of up to $1,000 and up to six months in county jail.

In addition, Brown signed into law a bill that will require that the information from purchasers of long guns, such as rifles and shotguns, be retained by the state Department of Justice in the same way information about handgun purchasers is retained.

Currently, the information of people who buy long guns is destroyed.

In a message accompanying the signed bill, AB809 by Assemblyman Mike Feuer, D-Los Angeles, Brown wrote, "Since the state already retains handgun purchaser information, I see no reason why the state should not also retain information pertaining to the sale of long guns."

So all the BS about Handguns being uniquely dangerous and therefore needed to be tracked when they lobbied for that law was just to get the Ole Foot in the door?

Now it's long guns too.

Doesn't matter whether it's Bicycle helmets, seat belts or guns, the nature of Gov is to open a crack in the door via logic then proceed incrementally the rest of the way.

Open carry required a handgun to be unloaded. Can the person carry ammunition at the same time legally?

Yes, the ammo could be carried at the same time.

What's the big deal? They can still legally own they guns.

Because getting a CCW was determined by the chief of police or the local sheriff on a "may issue" basis, which made it a serious challenge depending on the county or city of your residence.

Legally owning was not the issue here, your legally owned handgun at home is worthless if you need it for self defense on the street, with this law, home is where it will be.

So concealed laws are actually probably safer

Correct...if you're carrying a firearm, you certainly want the element of surprise as your advantage.

Brown and his Bolsheviks wont stop until they run that screwed up state further in the ground than it already is. They want to control everyone and everything. Four nukes...one for San Diego, one for LA, one for Oakland, and one for Frisco...right after we take care of Joseph Stalin Brown with a CIA drone.

Open carry is fairly useless. It is especially useless if the gun has to be unloaded :wacko:

Open carry has not had the efeect of reducing crime that concealed carry has had because it is better if you do NOT know who has guns. Brown wants people to be dependent on government and does not want to reduce crime which may reduce the need for police officers, etc., all reducing government payrolls.

Every state that has allowed non-discretionary concealed carry has had a decrease in crime. Jerry Brown wants to increase crime, make citizens pay for education of exploited workers so employers do not have to pay for the taxes and benefits of legal workers. It will soon be the "Republik of Kalifornia" just as they want.
