The end of the fiscal year is the magical time when agencies flail about like muppets, trying to tie up all bureaucratic loose ends and spend any monies they have left in the budget before the government reappropriates them. For some agencies, seasonal contracts run out at this time and there is a shuffle of people leaving, grant proposal writing, and restaffing. It may also involve people trying to use up vacation and sick days if they don't roll over.

Not quite sure how USCIS operates or which of these might apply.

Also, many endless budget meetings. Lots of numbers to crunch. Lots of explanations to give at the budget meetings. Must make the budget for the next fiscal year and present it to the higher ups. Must explain why they did not meet budget expectations and makes plans howthey will improve themselves this next year. Due to many meetings staff is pulled to perform other duties to help management. Usually budget time is not a very productive time due to staffing and meetings.
