The moroccan consulate has a traveling caravan that he might can meet up with if you check the dates. That may be easier?

I have googled about the traveling caravan but I cannot come up with any information re: Moroccan traveling caravan. Do you know where to locate this website? Thank you

Biometric Passport Guidelines

Guidelines for the issuance of Biometric passports:

All Moroccan nationals, regardless of their age, are entitled to a biometric passport, unless prohibited by a Moroccan court decision.

The biometric passport is issued upon the request of either:

An adult applicant

Adult applicants must provide either the CNIE (carte nationale d'identité éléctronique) or the CNIE application receipt, along with the original birth certificate.

Since minor applicants between the ages of 12 and 18 are not entitled to a CNIE (carte nationale d'identité éléctronique), their presence at this Consulate General is mandatory. They must also provide an original birth certificate (can only be obtained from the birth place) issued within the last three months by the Bureau of Vital Records in the birth place.

Requirements for adults, in possession of a valid CNIE, applying for a Biometric Passport:
