week no.3 and still no sign of the AOS fee bill

Call NVC, they might not have received your DS-3032 (Choice of Agent Form)...

Calling NVC is correct. But AOS is not linked to DS-3032 - it is the DS-230.

USA

01/08/13 - Approved and GC is order for production on 1/8/14

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

What could have happened NavyK? My husband was able to sent an email form of the ds-3032 but they just responded that they're still reviewing? Last 10/3/2011, I've come to know that there was a minor issue but it has been resolved. I just called a few hours ago and the operator told me I need to wait 2-4 weeks for them to send me an email indicating my next course of action. Any suggestions?

Your case was received at NVC on 8/8/2011 but you became a citizen on 9/12/2011. I am sure you sent a copy of Naturalization certificate but NVC will need time to move your application to citizenship status from permanent resident status. You will have to wait till NVC completes this change process. The best option for you is to call them periodically and inquire.

It was upgraded on 9/15/2011 but there was a minor issue that has been resolved as per the agent I spoke with last 10/3/2011. What email I'm expecting from them? Do I need to wait for that email before the DS3032?

Correction: AOS Fee Bill isn't generated until your DS-3032 has been accepted...

So you see the DS-3032 is what gets the whole NVC ball rolling...

As the OP has already replied and indicated that I was correct now they just need to sit tight and wait for the IV Fee Bill to be generated so they can continue the process...

If you have not already sent the DS-3032 then go ahead and do it now. If you have then I'd say wait one week before calling them again.

I asked him to send another one just in case the previous one does not reflect my updated last name (I changed my last name when I was naturalized). Hopefully that will work. Thanks for your replies.

You may have to just keep waiting, I had to wait 37 days before I received my AOS bill!

2/13/2010: Met in Korea

1/21/2011: Married in Tacloban City

USCIS (135 days)

2/23/2011: sent I-130 and I-129f

3/6/2011: received NOA1 for I-130

3/16/2011: received NOA1 for I-129f

6/17/2011: received NOA2 for I-130 and I-129f

NVC(74 Days)

7/18/2011: NVC received and case number assigned

7/20/2011: NVC Administratively closes I-129f

7/30/2011: emailed DS-3032

8/24/2011: FINALLY received AOS Fee and PAID also sent DS-3032 for the third time (PAID on 8/25)

8/26/2011: Received DS-3032 Acceptance email

9/01/2011: Received IV fee and paid (PAID on 9/02)

9/07/2011: Delivered I-864 and DS-230 to NVC (mailed on 9/06/2011)

9/12/2011: RFE For using expired DS-230 found here on VJ

9/19/2011: Sent to NVC new DS-230 and Japanese police clearance

9/23/2011: Case Complete

Manila Consulate(39 days)

9/30/2011: Manila Consulate receives Case and Schedules interview

11/02/2011: Medical at St. Lukes Medical Extension Center 11/03/2011-Medical Finished and everything is GOOD!

11/08/2011: Interview scheduled at Manila Consulate-Approved

11/15/2011: Visa in Hand

11/19/2011: POE Atlanta
