My Husband was put on AP again after Name check

My husband's IR1 visa was approved on August 8th, 2011. After that he was put on AP. on September 19th the US embassy Riyadh told me that the name check was done and they got the security clearance. They said that we should receive the passport with the visa stamped soon. After 2 weeks we still did not get the passport. US embassy Riyadh called to tell us that additional security clearance was needed for my husband's IR1 visa. They said they were not able to tell me how long it mite take. We were so happy since we thought that we are almost at the end of the tunnel. Now we are back in the waiting game. Has anyone been in this situation. Does anyone know why a second name check or security clearance might be needed? Any insight will be appreciated. I am very disappointed and depressed right now.
