Submitting Documents to VFS

Timeline

My fiance's interview is next week on October 12th. He went on Oct. 4th to submit his papers. When he got there they told him he could not submit his papers b/c it was too late, that he needed to take the papers to the Interview (which is not good, because the CO's do not look at the forms at the interview), anyways, so we called VFS office last night and they told my us that he can submit his papers to VFS in new delhi. He is on his way to New Delhi VFS office b/c they take papers 3 business days prior to interivew (VFS office closed this Thursday and Next Monday). But when he went to Jalandhar (Punjab) they told him his cut off date was September 28th (no where in packet 4 did it say that date). But on the paperwork it said no earlier than 15 days and no later than 7 days prior to interview. But anyways, he's on his way to delhi, and I don't want him to go to VFS office and them tell him NO you can not submit your papers you have to submit to your LOCAL office which is Jalandhar or give him the same cut off date. Does this make sense? Has this happened to anyone before? I'm freaking out because I don't want to be in AP because of this.
