For some reason the embassy is not answering emails. My Senator sent 2 emails and Islamabad never answered them. I would try sending a fax to the embassy and include your email address. I'm not sure if they would call you or email you after they received your fax but it wouldn't hurt to try and fax them.

Thank you for contacting the Nonimmigrant Visa Unit of the U.S. Embassy in Islamabad Pakistan.  We appreciate your interest in traveling to the U.S.

Please read all of the information below for answers to the questions we most frequently receive from the public.  If your question is about administrative processing, please see question # 4.

Please note that if you send a question to PAKNIVINFO@state.gov that is answered by the information below, you will not receive a reply.

Frequently Asked Questions

BEFORE THE INTERVIEW

1.      How do I apply for a nonimmigrant visa to the United States?

We accept applications for nonimmigrant visas through the American Express offices in Pakistan or their SpeedEx office partners in selected locations.  Information on American Express or SpeedEx locations in Pakistan can be accessed on the Internet through the following website:

http://www.amex.com.pk/US_Visa_Locations.aspx

Applicants should submit their nonimmigrant visa applications at least three months before they intend to travel to the US.  The time it takes you to get an interview once you make your appointment averages three working days, though this can change during times of high demand.  If approved, applicants may have to wait up to several months for their visas to be printed due to administrative processing so it is important that you allow plenty of time for processing if you have to travel by a specific date.

The application documents consist of a valid passport, Confirmation page of the fully completed online visa application (Form DS-160), one recent photograph with a white or off -white background and a receipt for the payment of the appropriate visa application fee.

Applicants are required to fill out the application form online.  This form, as well as a complete guide to applying for a nonimmigrant visa in Pakistan are available on the Internet at:

http://islamabad.usembassy.gov/pakistan/niv_how_to_apply_in_pakistan.html

Some student and exchange visitor applicants will need to submit additional documents. Information about required student documentation can be found at

http://islamabad.usembassy.gov/pakistan/niv_student_visas.html .

Information about required exchange visitor documentation can be found at

http://islamabad.usembassy.gov/pakistan/niv_exchange_visitor_visa.html .

The courier will provide the applicant a token with a specific date and time.  At that date and time, the applicant should appear at the U.S. Embassy in Islamabad for an interview.  Please note that all nonimmigrant visa applicants age 14 and older, with the exception of applicants applying for diplomatic/international organization-type visas (A or G) must appear for an interview.  Applicants should use the Diplomatic Shuttle Service available at the G-5 Convention Center Parking Area Islamabad.  For complete instructions, please contact your nearest available American Express or SpeedEx office.

2.                  I am preparing for my interview.  What documents do I need to bring?

The most important part of the interview is the conversation between the applicant and the consular officer.  In many cases, the consular officer is able to make a determination about your qualifications without extensive review of your documents. However, this does not mean that you should not bring any documentation.  You are encouraged to bring documents that you believe would demonstrate your compelling reasons to depart the United States and your intention to abide by the terms of your visa.

3.   I would like to submit information to support the nonimmigrant visa application of my family member, friend and/or colleague.  What should I do?

You are welcome to provide the applicant with information or documents that may support his or her application to travel to the U.S.  Please note that consular officers do not review most nonimmigrant visa applications prior to the applicant’s interview.  Therefore, we are unable to accept letters of invitation or other supporting documentation in advance of the interview.  This regulation is in place to ensure that all applicants receive a fair, unprejudiced consideration of their applications under the law at the time of their interviews.  When the interview occurs, the applicant is welcome to present any documentation or other information upon the consular officer’s request.  Please remember that the conversation between the consular officer and the applicant is the most important part of the process.  A decision about the applicant’s qualifications for a visa can often be made without extensive review of the applicant’s documentation.

AFTER THE INTERVIEW

4.  The officer said my visa was approved, but administrative processing or office work was required.  I have been waiting a long time and I still have not received my passport with the visa.  Why is it taking so long and when will it be ready?

The time it takes to complete additional processing can vary dramatically so it is difficult to predict when you will receive your visa.  We will do our best to complete the administrative processing to facilitate your travel, but ask that you submit your application at least three months in advance of your planned travel and you should not purchase any air tickets that you are unable to change.  If it has been over 3 months since you applied for the visa and you have not heard from us, please e-mail us at paknivinfo@state.gov.  If you emailed us after three months and you do not hear from us, it means your case is still under admin processing. Please include your full name, passport number and current contact information in your request for information.  We receive a tremendous number of inquiries on cases undergoing administrative processing.  It may be up to several months before your visa is returned to you by our courier service.  We are unable to “speed up” or “expedite” administrative processing for applicants. While your visa is undergoing processing, you will not be contacted by the Consular Section.

Please note that under U.S. law, we are unable to provide information about the status of an applicant’s case to anyone other than the applicant.

5. I have to travel soon and my passport is at the Embassy.  Can I have my passport returned to me?

Yes.  Please e-mail your name and passport number to paknivinfo@state.gov and your passport will be sent back to you via the courier service. The subject line should read, “Return Passport” followed by your passport number. Please allow a minimum of one week to receive your passport.

6.  The consular officer or Embassy staff member asked me to submit documents in order to continue administrative processing.  How do I submit the documents?

We recommend that you e-mail us at paknivinfo@state.gov with the documents attached to your e-mail. We will respond with an e-mail acknowledging receipt of your documents.  If you do not have access to e-mail, you may submit your documents through the American Express office or SpeedEx office where you initially applied for your visa.   If the consular officer asked you to reappear at the Embassy with the new documents, you may come to the Embassy on any working day from 0830 – 1400.  You do not need to pay an additional fee or request another appointment, but you will need to bring the letter from the consular officer requesting the documents.

7.  I need to update my contact information.  How do I do this?

Please send us an e-mail at paknivinfo@state.gov.   We will automatically update your information and you will not be contacted after receiving this reply.

8.      The consular officer refused my visa.  Why? Can I appeal?

As the consular officer who interviewed you explained, you are not qualified for a nonimmigrant visa to the United States under Section 214b of the Immigration and Nationality Act (INA).  The INA is the primary source of U.S. immigration law.  Section 214b of the INA requires all applicants for nonimmigrant visas to convince the officer that:

1.      They meet the requirements of the type of visa for which they are applying.

2.      They will depart the United States at the end of a temporary, authorized stay.

For most applicants, this means that before a nonimmigrant visa can be issued, applicants must convince the interviewing officer of strong social, economic and/or family ties to Pakistan or elsewhere outside the United States.

During the interview, you either did not demonstrate strong ties outside the United States or you were not able to demonstrate that your intended activities in the United States would fall under a visa category.   As a result, you were found to be unqualified for a nonimmigrant visa.

You cannot appeal the decision.   However, you may reapply for a visa.  The decision as to whether or not you qualify for visa was primarily based on assessment of your personal situation.  If your situation has not changed the decision is unlikely to change.   We recommend that you reapply only if you have had significant change in your situation, and:

1.      You can provide new evidence that will demonstrate your ties to Pakistan.

2.      You have new, convincing reasons to depart the United States after your temporary stay.

3.      You are able to explain the significant change in your circumstances with information not presented at the previous interview/s.

If you wish to reapply, you must submit a new application form and photo and pay the visa application fee.  Another officer not previously associated with your case will conduct an unprejudiced interview and reach an independent determination after considering your full case.

Thanks for posting this email although 2 things still confuse me. I think this email goes to all non immigrant visas in general but was the form DS-160 a requirement for K-Visas? It says here that its a requirement for all non immigrant visas which the K visa falls in but on the DOS site it states that a K visa applicant is only required to submit the DS 156 and DS 156 on its behalf. It also states that a conversation between the applicant and the consular office is required. Has anyone else needed to submit this? So far I was the only one that emailed the consulate back and fourth with questions.
