evidence of exemption for tax return (I-864)

I'm self employed petitioner/sponsor my wife and has my mom as join sponsor.

we got the letter request for initial evidence said.

"submit a complete federal income tax return for the most recent tax year. If you were not required to file tax return. attach a written explanation and if applicable. evidence of the exemption and why you are subject to it."

So. I have low income and I didn't file tax return for many year.

anyone could help me, what is evidence of the exemption that i should submit?

is anyone have experience with similar case ? please share , so i can get some idea

Why do you believe you are exempt from filing income taxes? Even with "low income" if you are self employed, typically you still have to file ITR every year.

IRS Guidelines for Self Employed

Even with low income, meaning you can not meet the income requirements to support your wife, and even if you have a joint sponsor, you are still required to submit your ITRs.

So, I would recommend, go back and file your ITRs "for many year", pay Uncle Sam what you owe him if anything, then submit copies of the ITRs with the RFE paperwork.
