In the Philippines every street sign, traffic sign, advertisement, store front and taxi are clearly marked in English. Why the heck is the POLICE spelled and marked as PULIS ??

It's a tagalog spelling that you saw. Philippine-Tagalog alphabet doesn't have C. So as j,q,x,z,f,v. So If we have to borrow a word from another language like Police which is Latin in origin, we have to make our own version. In tagalog, spelling isn't complicated. However, you hear it, its how it's spelled. No silent letters etc. Pulis is how we pronounce it too. Short o and i. In English it's sounds like "Pow-lease"

other examples is "commo esta" means how are you in Spanish.

In Tagalog, we say it as "kumusta" That's our version and spelling too.

One thing about the Philippines, they kept a little of everyone who has been there. I found it hilarious that when using the ATM machines at SM Southmall, they had three languages listed; Engish-Tagalog-Taglish. My wife had lived there her entire life and never noticed the Taglish option. In fact, she told me I was nuts until I showed her.
