How to get to a Tier 2 Representative???

How in the world do you get a Tier 2 rep (an actual IO) on the line at USCIS? The Tier I rep just absolutely flat out refuses to transfer my wife to a Tier 2 rep even though her case is 2 months past the stated processing time.

And suggestions? She's been dealing with a Spanish-speaking Tier 1, if that make any difference. Maybe Tier 2 reps don't speak Spanish, so she won't transfer her?

This is getting beyond frustrating...

These operators are being recorded. She just needs to say I need to speak to a Tier 2 person. If the operator says no, ask her full name and then repeat her name to her and the date and time of the call and tell her that you are going to report her. Maybe this will get some action. Craziness.
