I've read in some forums that September is the end of fiscal year for USCIS. Is it true? I have never read that in the USCIS website or did i just miss it?

Jan 13, 2012 - AOS paid (Only appeared as PAID on 1.17.2012)

Jan 14, 2012 - DS-3032 accepted

How does this affect all the applications? I applied in mid September, my EAD should be on its way. But no word for the AOS application yet

What tends to happen is USCIS gets flooded with a lot of employment based visas which have restricted numbers and those numbers are usually filled up before the end of the fiscal year, so people will file as soon after October 1st as they can. This creates an imbalance in the work load with employment type of visa processing and in some years significant numbers of USCIS staff are diverted to dealing with these types of visas. Traditionally, and I am sorry to say this, family based petitions tend to slow down in the fall and then start to pick up again around the beginning of Winter (mid-December). There is definitely an 'ebb and flow' in the paperwork loads at USCIS and they tend to move staff around to deal with the biggest inflow or the heaviest backlog until another type of petition/application becomes more backlogged.
