IR visas don't allow derivatives, you will have to wait until you get to the us to start the process.

As soon as you get here you should file the form i130, it will be a F2A case and current waiting time is about 2.5-3 years.

An IR-2 visa is for an unmarried child under age 21 of a US citizen. Derivatives are not allowed. You are the only who can immigrate to the US. Your daughter cannot immigrate with you. There is nothing that the US Embassy can do to help your daughter.

Once you enter the US and obtain your legal permanent residency (i.e., green card, LPR status), you can petition for your daughter. It will take 2-3 years.

Please be careful if you decide to go back home to wait for your daughter's immigration visa because you could inadvertently abandon your LPR status. Create ties to the US and get a re-entry permit before you head home to be with your daughter.

The F2a category is for an LPR to petition a spouse or unmarried child under 21. So, yes, it takes 2-3 years.
