Help! Confused!?!

My father-in-law applied for GC through his brother back in april 2001. his I-130 was approved and they sent the papers to the NVC and in 2007 he recieved his NOA2 and a letter from the NVC saying that a visa was not available at the time and they would contact him when one was. the problem is that the category preference is a F3 (married sons & daughters of US citizens) when it should be an F4 (brothers & sisters of adult US citizens). would he be able to call the NVC to see if he could change it? anyone else ever had this happen to them?

If we can get it changed to the F4 then their wait time wouldn't be as long. (4 year difference)

The petitioner needs to contact the NVC. He should provide photocopies of the brothers' birth certificates and ask for the case to be reclassified in the correct category, F-4.
