We've just gotten the NOA2 a couple of weeks ago so we still have a few more months to go. We're waiting on the police cert from Malaysia before he can even get the interview scheduled. He called the US Consulate in London to see if he is allowed to come visit while the visa is being processed and they said yes as long as he can bring evidence that he IS returning to the UK after two weeks. Couple of questions...

1) Is that true?

2) Would the return ticket, a letter from his boss stating his date of return to work and a letter from his landlords (in his case, his parents) stating that he is paying rent through X date so he will be returning be sufficient? Would they need to be notarized?

I know3 I've asked a lot of questions on here but after what we went through with USCIS (almost everything they told us was incorrect), we want to be absolutely sure!

Yes it is true. Take the evidence you mentioned along with anything else you can think of that suggests he is returning home. Just remember, there is never a 100% guarantee they will let him in, but he will very likely be fine. I visited many times and they let me in each time, although on one visit they did harass me a LOT!! If this happens, just tell him to stay calm and don't lie about anything!!

Lease or mortgage papers, letter from employer, car loan papers, NOA1 and anything else like that would be good. maybe even enrollment in a class that starts after his planned return date to the UK. Not sure if that would help because like a return ticket, he can always not use the ticket or not attend the class, but I don't think it would hurt. From UK it is a little easier to get cleared for a visit and he can always fly through Ireland and use that as his POE so if there is a problem it is easier to return home than if he got all the way to the US. I believe the pre-clearance is in Dublin but I know there is one in Ireland.
