NOA1 to NOA2 in 14 days--- Others wait 6 months and no NOA2 ??

I just do not get this, at the California Service Center (by all charts is the quickest) there are still people on this site that have no RFE’s that got their NOA1 in March, April and May and have not gotten an NOA2. Others getting their NOA1 in July and August are getting NOA2’s in less than 30 days, one in 14 days, with no special request to be expedited. I made the list below. I am only going on the Igor’s list on this site and I guess people could not tell the truth, but we are all here for the same reason and some may not update their information. I am really happy for the ones who got the NOA2, but I cannot understand how this works. I am going on the assumption that the USCIS goes by the date an application was turned in and when the NOA1 was sent, as to the order they process applications. So what happens with the one that form the NOA1 to the NOA2 in 14 days? Does it fall on the floor and get put on top of the stack? Do they know someone in USCIS or have an uncle that works for USCIS? I am going on the line theory; the first in line goes first, no taking “cuts”. From everything I have read here and other places it is pretty much useless to call and try to get answers, unless it has been over 5 months. I understand that the US Government is the most inefficient entity there is, but how can anyone justify one person waiting 6 months for something and another getting the same thing in 14 days? Can anyone explain how this happens, so I can do it? LOL

Well, just for one explanation... Igor's List is not gospel. The data is hand entered by petitioners into a private database. There's no guarantee it's correct. Im sure that accounts for some of the numbers.

There is also a possibility of these cases being expedite cases due to valid reasons.

USA

01/08/13 - Approved and GC is order for production on 1/8/14

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

I really try to do my homework, before posting. I agree, the lists here are far from gospel, but again why would anyone here post inaccurate dates, but yet possible, I only posted 6. I also went to each of their profiles and could not find any mention of a request to expedite the application in any of the ones I listed; some had even got to the interview process. Rest assured that USCIS has very accurate tracking by date, but are not made available to the public. They have many charts and graphs, but the actual dates and the amount of time it takes to process and approve actual applications is not published. I would suspect, in part for this very reason, the phones would be flooded if they did not follow the dates the applications were received. I also understand that just the human factor and the amount people processing applications the dates is not going to be exactly in order, but how can it be that one application can get a NOA1 and 14 days later get an NOA2 when other applications have been in process for up to 5 months?

what is evident here more than anything is that you have spent a lot of time and have nothing but more questions which will not be answered. I suggest you stop, seriously. You will get your NOA2 in the mailbox.

I cannot tell you why someone would get an approval in 14 days unless it was a military expdeite. Barring that it is either...

2. A fluke. A petition file got mixed up and handled before others. A contracted adjudicator walked in and was given a recent box of files instead of an old one by mistake? A box got put on the wrong place on the shelf? A new adjudicator started and was assigned a new box instead of an old one? Adjudicators were moved from one department to another and somone was assigned a new box instead of an old one.

It would be silly to assume that an agency staffed with a bunch of humans does not make mistakes or that they maintain some sort of ridgid order of files so that they are never done out of sequence. It would be silly to think that even anyone there knows why...if it is true. In scientific terms this case would be called an "anomoly" and disregarded.

It would also be silly to assume that there is anything you can do to duplicate this anomoly, whatever it is, for yourself.

You sent in a petition. Right now petitions are getting adjudicated in 5-7 months and visa issued on 6-10 months. Planning on anything else is likely to result in disappointment.
