That 200 miles territorial limit doesn't stop the Japanese from poaching right up to the shoreline. I caught one fishing trawler within a protected cove at Ronald Reagan Test Site in the 1980's. Not even the Russian "fishermen" were that bold.

Territorial waters are set by at 12 miles by the UN Convention of 1982 on The Law of the Sea.

No way! We, as a population, were isolationist. Roosevelt was quietly sliding the country closer to war and increasing US profits/rights at the same time.

A few different choices and pearl harbor never would have happened.

They've already left the Persian Gulf. They sailed into the Mediterranean back in February. Unmolested.

And, in the case of Canada, it causes a generally cold (unless there are elections in France, and a candidate wants to cause a stunt--as happened in 1987; then it becomes lukewarm) dispute with France--as St. Pierre and Miquelon (which France retained after, and since, losing 7-years-war really badly in 1760--and together about the size of West Edmonton Mall's parking-lot) lie less than 200 mi south of Newfoundland Island.
