Unless you are able to do electronic processing (EP), then you cannot email your package to the NVC. EP is not available for the Dominican Republic.

Ryan H is right, you dont' have the option of submitting your documents online. They need to be sent to NVC using the address provided on the cover sheet. You don't need to send the payment invoice along. Really you don't need to send your AOS package out right now. You can wait and send your AOS supporting documents in one package along with your IV package.

Ok thanks. As I was reading this one form regarding the next steps to take, it mentioned to email NVC with supporting documents. So I figured it meant to email them all.

Yes, this is confusing. But once all the consulates get to the Electronic processing, this instruction holds good else it is relevent only for the Consulates/ Countries that are already setup to undertake Electronic processing. In your case you need to mail the documents by regular mail.

I am writing this with personal experience of sending email AOS packet by mistake and got my case opened after it was closed - I shot myself in my foor and result is a self delay of 15 days, which pushed my interview date by 15 - 20 days.
