Who assigns the interviews?

I am confused about this. I have read that the NVC assigns interviews at foreign embassies and have also read that the actual embassy will assign it. Which is true?

Both are involved. NVC send your package to the embassy when there are done, and asks the embassy for open appointment slots. NVC then notifies you of the slot they have selected. Once you get the letter form the NVC, you can then call/email the embassy to try to reschedule if it isn't convenient--some embassies are very flexible, and others very rigid. It's all very straightforward.
