It depends on the country you need the clearance from. If you name the country where you lived, perhaps people with experience in getting police certificates from that country can help you.

Talk to the Korean consulate in the Phillipines and they should be able to guide you. It seems like you will have to directly contact the nearest police station in Korea where you were previously living. Again, the consulate may be able to help you out on how to go about doing this.

Korea, Republic of (South)

Police Certificate needed?

Yes.

How to get one?

Local Requests

You should request a Criminal History Information Record (CHIR)/Bumjoi Gyung-ryuck Jaryo Hoibo-seo from the nearest police station. Please note that all police certificates should indicate that all records have been searched, including any lapsed records.

Non-Resident Requests

You should request a Criminal History Information Record (CHIR)/Bumjoi Gyung-ryuck Jaryo Hoibo-seo (from a police station in Korea). Immediate family members (parents, spouses, siblings) are able to request a CHIR on your behalf. Please note that Criminal Record Certificates issued by the Korean National Police Agency (KNPA) outside of Korea are not sufficient for immigration purposes. Also, all police certificates should indicate that all records have been searched, including lapsed records.

I am the petitioner.
