Required vaccinations DS 2053 question

I'm looking at my fiancee Vaccination Document Worksheet Ds 2053 which she received during her medical examination in her country and on it the physician checked the following checkboxes:

1. Vaccine History Incomplete

2. Applicant may be eligible for blanket waiver(s) because vaccinations not medically appropriate

We are going to a civil surgeon on Monday. In her country the physician told her she has all vaccinations done. She has some marked as "vaccinations not age appropriate" so she cannot have those. She got only 3 marked as "Not routinely available" Hib, Varicella, and Pneumococcal.

I am very concern that they might ask her to have those 3 done and she already had bunch of them done in Poland. I worry about her health if they're going to be required by the civil surgeon.

If they say that she still needs them I won't get i-693 form filled out and send AOS without it, and will include only DS 2053 without I-693 and hopefully I won't get RFE.

All I want for the civil surgeon is to transribed everything into i-693 form.

Also What is "blanket waiver" How can I get/request one?

Hib and Pneumococcal aren't required, Varicella (chicken pox) is required. She will need to see a CS to get the missing shots and get the rest transcribed.
