Possibly. That's where that line in the sand has to be drawn. How much is it worth to you to intervene? Are you content standing by watching government personnel beat someone to death?

I agree with all of that except that part about needing them in our society. I absolutely abhor the fact that we pay many, many, many armed people to show up and physically apprehend people, keep them locked up for quite a while, and then keep an eye on them after they're released.

I don't think we need as much of a police presence as we have. I hate hearing things like, "they keep us safe" or "they protect us." That's BS. We're safe in America because there's no economic incentive to victimize those around you. Take that away (like urban areas) and all the sudden there's a market for it. Cops exacerbate the situation at a HUGE cost to budget. If that money were to be used for other things like education and tax breaks for businesses operating in urban communities, everyone would be safer.

Concealed carry.

Not because people have guns but because they realize they can intervene in crimes in progress and not have to fear for their lives. It's one thing to call in a theft or robbery after the fact because you left for your own safety. Quite another to follow the guy, remaining at a safe distance, and report his location to the cops. Intervention wasn't necessarily possible before concealed carry.
