I remember that coz I was motorbiking in Italy that year. It was of course the communists/atheists/gays/community organizers/inner city (dog whistle) people who cut the cable and blamed it on a US warplane that was flying low simply to see if the cable was ok and out of concern for the citizens of a friendly country.

My mother in law would not believe it and said no American would do that, and somebody had borne false witness against them.

Americans are in denial about the possibility that any American would do anything wrong abroad - and if they did, it was excusable

Yes, she is American. The Peruvian Government claimed she was an M.R.T.A. leader. She was in prison for 15 years, I believe. She is still in Peru. You can read about her HERE
