Cover letters and a table of contents are not required. Do them as you see fit, or do not do them. I did not. Make sure all the documents you need to provide get in the envelope and mail it to the correct address.

It is really up to you. Since I put tabs at the bottom of the papers I submitted so I did make table of content to make the IO find the documents easier. I received my 10 yrs GC exactly after 3 months. Good luck!

When your file arrived it was disassembled. The tabs were thrown in the recycle bin. A cover letter and/or table of contents is put to the back of the file, probably not read. You rfile is not opened by the adjudicator.

It is opened by a clerk who goes through everything and organizes it in the order THEY want. He then puts it into a standard file folder. Unneccesary "stuff" like tabs and colored dividers are tossed out. Unnecessary documents like cover letters go to the back of the file. A few minutes after it is opened, it looks exactly like all the others and is put in a box to await adjudication.

Feel free to write a very nice cover letter. It will not hurt anything.
