Question about newborns birth certificate in philippines

My wife gave birth to my son on aug 20, 2011. My wife then had to file for his birth certificate at her city hall. She did, but then was told that she would be able to request for my son's nso copy of birth certificate after a year. A year? How can i work on getting my son his US passport if i have to wait a year for his birth certificate? Is that the normal wait for this country? Can i just provide the us embassy a copy of the certificate that was issued in the hospital? If anybody has gobe through this or has any knowledge about this topic, please help. Thank you

hello, are you or your wife a us citizen? if so, you can apply for his us birth certificate abroad at the US consulate (and he would automatic become us citizen). good luck
