Help with the MRV problem!

Hello

I'm having a problem to make my MRV fee payment for O-1 Visa. When I called in to book an appointment, the call center lady told me that I need to make the payment of $150US before an appointment can be made.

So I tried to make the payment online. but I can't seem to find the option to make the MRV fee payment. I have followed all instructions: select trip purpose, select consulate, select DHL location, and the system advised me that "no appointments are available at this time" ,there is no choice of making payment at all!!

and I tried to make it through telephone, I tried several times with different cards, they all failed, the system keeps telling me the trasaction is not autorized. which I called the credit card company they saids the card is just fine.

that is so so confused and frustrated. I'm kind of in a urgent situation to make an appointment and Idon't know what to do now, if anyone have the informations about this metter,please share it with me. thanks alot!!
