I am helping a friend apply for his Mother.

We got an RFE from NVC asking for her Birth Certificate and Marriage certificate both of which are not available.

I know that registration of Births, Deaths and Marriages became compulsory in India after 1969.

What do we need to do?

I would get some official documents indicating they do not exist and document this as well as possible. Really there are none?
