I was reading that NVC does not accept Ds-3032 via email from Turkey.

I don't know where you read that but they accepted mine. Remember to send it from his email when that time comes.

Dear Sir/Madam:

Your inquiry has been received at the National Visa Center (NVC).

We received the principal applicant's DS-3032 (Choice of Address and Agent) form designating an address and agent. Instructions for paying the immigrant visa application processing fee and all future correspondence will be sent to the agent at the address selected on the DS-3032.

09/26/11 Case complete

10/03/11 Interview scheduled

yes, I saw it too that they don't except e-mails for this form but I did sent my via e-mail with no problems being accepted. Trust me, it will work, I already did it and have interview scheduled for October 3. Good luck to you!

That how I sent mine from beneficiary e-mail address,you do not need any special form just use this template, you can copy and paste and enter your information, send to this e-mail nvcinquiry@state.gov and in subject line put: DS-3032 (Choice of Address and Agent) :
