N-400 via 319b Questions

Timeline

Hello,

We are planning to file for my wife's naturalization via INA 319b, and I have two questions I'm hoping someone can provide some clarity on...

- We already have a CR-1 visa which has her A-number recorded on it, although we haven't entered the US yet (we will in November). If we don't actually have the physical Green Card yet, can we begin the N-400 process using this number, or do we have to wait until the plastic card arrives in the mail before we submit her application?

- Given that it's a relatively obscure process, is it really essential to file this through the USCSIS office in Fairfax, VA, or could another office (the closest to our home would be San Francisco) actually handle this and manage to not screw it up/hopelessly delay it?

Any thoughts on this would be very helpful.
