If you're going to send tax return transcripts, then you do NOT need to send in W2s. The only exception to that is if you filed taxes jointly and need to show proof of individual income. But if you didn't file jointly, then you just need to send in the transcripts. And yes, you can get them from the IRS, either online or on the phone.

And if you have a co-sponsor, then they need to include proof of US citizenship/residency. Proof would be: US birth certificate, US passport, US naturalization certificate, or US permanent resident card. And if the co-sponsor is in the same household as the petitioner, then proof of the relationship is also required.

For the cover letter, you can find an example one here: http://www.visajourney.com/wiki/index.php/How_to_bring_your_foreign_spouse_to_live_in_the_US#Attachment_2_.E2.80.93_I-864_.28Affidavit_Of_Support.29_Cover_Letter

And make sure the bar-coded cover sheet is the FIRST page in the package.

You don't need W2 if sending transcripts. If you were providing a copy of your return (like a TurboTax printout), then W2s would go with that.

Order transcripts by mail, phone or online. See this page http://www.irs.gov/individuals/article/0,,id=110571,00.html
