my fiance in usa finally received the hardcopy NOA2 today .So what is the next step?

I know I should get the packet 3, but is there something I can do before it will arrive?

Do my fiance have to fill or send me stuff too?

You have to wait until your embassy at Frankfurt received the petition from NVC. Meanwhile you can get yourself prepared by reading the information from the Embassy website. You can get the information from the VJ Embassy info link too.

Call or email NVC inquiring if they got it already (your case, that is), this usually takes 8 days. They will give you a case number when they do. After that you can call DOS with your case number to see if it was sent to the embassy or if still hasn't. Doing this just gives you a time frame between NOA2 and Packet 3. It's hard to wait without not knowing what's going on. You can also keep calling DOS to see if embassy sent out packet 3 or not.

http://germany.usembassy.gov/visa/files/iv_fiance_checklist.pdf please read the checklist. On there it says affidavit of support from your fiance and the supporting evidence(paystubs, tax return, letter from employer, letter of intent of marrying within 90 days of your arrival).

You can start gathering passport pictures, birth cert., translated birth cert., police record. Finding your immunization record for the medical; http://germany.usembassy.gov/visa/iv/step6/ (note; you don't have to have the appointment letter from embassy to go to the medical.)

So what I understood is that I need the support Form(guess I-134?) from my fiance? Do I need that for the interview?

Yes you need I-134 (Affidavit of support) together with supporting docs: ITR, employment cert, paystubs
