PCC for India - Clarification

I know that there was debate on whether Local Police Certificate is required or not. I want to post this thread for the benefit of the Indian friends in their NVC process - submittion of DS-230.

I got my interview email yesterday night and when I checked the page 4 of the letter, I saw in NVC communication to the Chennai Consulate that "Indian Police Certificate" marked as "F" - meaning "This form is not necessary for this application", eventhough I sent it.

And the Kuwait PCC and the Passport PCC ware marked as "O" - meaning "The Original document has been received and accepted as meeting post requirements".

Hence I can conclude that NVC is looking only for Passport PCC and PCC from stay abroad. And there is no need to worry about getting all those Local PCCs for sending those to NVC with DS-230. However some Passport Offices require the latest Local PCC to be submitted to them for the issuing of their PCC.

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

Couple of q's

1) Passport PCC = Passport Clearance Certificate?

2) Is Passport PCC also called or known as "Exit Permit"?

3) When getting Passport PCC, don't we need to show Passport Office the NVC or Embassy letter that tells us to get it?

4) If a beneficiary is living in 2 diff locations back and forth, but 1 main residence. Do they have to get Police PCC & Passport PCC from both location?

  1. Passport PCC is the Passport Police Certificate (as per NVC letter), which we are all calling Passport Clearance Certificate or Passport Police Clearance Certificate.
  2. I am not sure what is "Exit Permit". Hope someone else will clarify this.
  3. We went to Vizag Passport Office and all they cared was an application. But I know some passport offices insist on Interview letter and hence NVC allows DS-230 pertaing to those areas to be submitted without Passport Police Certificate and ask them to submit that at interview (I think Gujarat has this issue, so Mumbai bound DS-230 are allowed - Dave submitted accrdingly). Some Passport ofiices insist on getting the latest Local Police Clearance certificate in order to issue their Passport Police Certificate.
  4. This is exactly what I clarified. You don't need Local Police Clearance Certificates to be submitted to NVC (we didn't submit all the Local PCC in all the places my wife lived after turning 16 years - just the latest and NVC marked that with F - meaning "This form is not necessary for this application"). However I can confirm this for CR1 application. I hope someone with a K-1/ K-3 application will clarify regarding those two visas.
