I'll add this so we can get off this silly ID topic and back to the OP.

Here is a pretty standard law regarding stop and identify:

2921.29 Failure to disclose personal information.

(A) No person who is in a public place shall refuse to disclose the person’s name, address, or date of birth, when requested by a law enforcement officer who reasonably suspects either of the following:

(1) The person is committing, has committed, or is about to commit a criminal offense.

(2) The person witnessed any of the following:

(a) An offense of violence that would constitute a felony under the laws of this state;

(b) A felony offense that causes or results in, or creates a substantial risk of, serious physical harm to another person or to property;

© Any attempt or conspiracy to commit, or complicity in committing, any offense identified in division (A)(2)(a) or (b) of this section;

(d) Any conduct reasonably indicating that any offense identified in division (A)(2)(a) or (b) of this section or any attempt, conspiracy, or complicity described in division (A)(2)© of this section has been, is being, or is about to be committed.

(B) Whoever violates this section is guilty of failure to disclose one’s personal information, a misdemeanor of the fourth degree.

© Nothing in this section requires a person to answer any questions beyond that person’s name, address, or date of birth. Nothing in this section authorizes a law enforcement officer to arrest a person for not providing any information beyond that person’s name, address, or date of birth or for refusing to describe the offense observed.

(D) It is not a violation of this section to refuse to answer a question that would reveal a person’s age or date of birth if age is an element of the crime that the person is suspected of committing.

Now obviously it does not cover the additional ID requirement placed on an LPR.

I took a Greyhound bus from Denver to Dallas about 3 years ago. ICE was waiting at the bus station in Dallas. They hauled about 4 or 5 people off the bus and took them away in marked vehicles. They didn't ask me for anything.

Yeah, I am guessing that ICE pulls everyone's ticket data and compares it to their database. They probably know exactly what seat to go to.

Have seen one or two ICE cars along I-10 heading east after entering Louisiana before but yesterday there were 5. Three were in the median watching the eastbound side. Two had vehicles pulled over and both vehicles had Hispanic looking people outside and the ICE were talking with them.

Apparently Greyhound is allowing ICE or voluntary giving ICE info on customers.

This all sounds like very good reason to carry one's green card (as an LPR) at all times, as the law requires, and in contrast to the irresponsible advice of certain posters especially in the ROC forum who claim that "the green card is too expensive to replace if you lose it, so stow it in a safety-deposit box."

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Or even a a laminated "copy" that can be readily on hand and easily looked up. Keep the original in a safe place, and keep that copy on you at all times.

Well, that's been suggested, but one would imagine that ICE would take a very dim view of that. One of these months, I'll have to phone ICE to get the official reaction from the horses' mouths, si Wil-burrrrr.

In all seriousness, I'm surprised we haven't heard something like this proposed.

Instead of sending big businesses a bail out or passing out tax cuts, why not just give every citizen something like $50,000? They could eliminate welfare, etc., for one whole year and the rest of us would definitely stimulate the economy by purchasing big screen TVs and Jordans and such.

Business could use all that money to create more jobs because we'd be wanting to buy more stuff. Then we'd have more money to buy more stuff and the cycle of prosperity would just spiral out of control!

The economy would probably right itself within three months.

Public domain is not wht we are talking.

We were talking about right to cast the vote, it is not about entering the secured zone. It is about proving your are USC when we talk about casting vote.

I live in California. No one has ever asked me for identification at a polling station. I provide my name and address and that's it. Come to think of it, during the 12 years I lived abroad and faithfully cast absentee ballots, no one ever asked me to provide a copy of my birth certificate or passport with each ballot I sent back to the US.

We were talking about two things in those posts back and forth

1. More states are joining in for someone to vote – they need to provide some form of ID. Until last election it was not mandatory in Texas either infact if you showed one they would refuse to look at it.

Recently that has changed and now it is mandatory to have an ID to vote.

2. Second thing we were talking was about newer DL the DMV is checking for ones immigration status.

For California we were only talking about point #2

At any rate, there is no Federal Law requiring a US citizen to show LEOs ID. States have stop and identify laws that require varying levels of information - the most strict version being address name and age.

In all of the examples you have provided, driving a motor vehicle, entering airport security, going to a polling station etc. the person has a choice whether to go there and do those things.

However, riding in a vehicle, walking down a street etc. there is NO requirements to show or even carry a physical ID, nor is their a requirement to prove US citizenship. If that were the case we'd be living in a totalitarian regime.
