sent I-130 but still no case #...please help

If you just sent the I-130 package a month ago, then you still have about 4 months to wait. It has to be approved by USCIS first. Only after that, does it get sent to NVC.

Tell your husband to call USCIS back again and request to speak with a Tier 2 representative. They might be able to help better as you should have your NOA1 (receipt notice) by now.
