I131 travel document approved...maybe?

Today we received a text and email that our case was updated. I checked online at USCIS and found the following:

On September 9, 2011, we mailed you a notice that we certified our approval of this case and sent it to the appropriate appellate body for review. They will notify you directly when they make a final decision. If you move while this case is pending, follow the instructions provided in the notice and use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283.

I have done some searching and haven't found much about what this means exactly...my husband has not had his biometrics appt yet (this will occur Monday), so we were surprised to receive an update to our case...although it's not exactly a promising update! Any other experiences with this type of situation out there? From what I see in older posts, this happens occasionally and people go on to be approved, but not really sure what appellate body means and why there needs to be further checking. The other 2 applications (I485 & I765) remain in Initial Review.

08/01/13 NOA 1

08/02/13 Check cashed

08/28/13 Biometrics appointment

10/02/13 Card in Production!
