Is this possible that we see movement for " rest of the world" and not for India??

Not only India, also rest of the world too. No one from other countries hasn't received interview date yet.

Disappointing news just now i check my consulate websie Mumbai and they have posted october 2011 and november 2011 interview schedule and found that they have allotted a whole quota of November 2011 to CR-1 and IR-5 and some K1 category there is no other category in it i am posting the link below now there is no hope to getting interview call for month of November 2011 and praying that in month of December 2011 if i get interview call hope will not collide with my exam paper. i am post the link below

http://mumbai.usconsulate.gov/media/pdf-visas/iv-appointments---november.pdf

its shocking news.......and yes this month they are issueing less visas in compairision with past months....really something is gonna be strange in near future bcaz when they advanced only 1 month in the last month, i thought there was something wrong with DOS and now it is proving that something is going to happen that will hurt not only f2a but all the categories....

it may possible but have you seen the schedule...there is n visas for f1,f2b,f3 and f4...so i think they are not going to issue visas to family categories....and this shows their attitude towards immigration(last month and this month too)....we have to do something otherwise this will continue....

IR/K1 cases etc will be given an interview before a case that is in the preference category. They are processed first at all times throughout the immigration process. If there are enough IR/CR/ KI/etc visas to fill the slots then they might do just that.

The proof is in the pudding, fellow members. The DOS needs to "readjust" their numbers related to visa allocation for FY 2011 before they start processing(wasting) visa numbers for FY 2012. Although, it is claimed that FY for the visa year starts in Oct, for DOS, it is Jan of each year - why? because there is no month by month report or any authority they justify towards visa issuance or usage, other than the one annual report they issue in the DOS statistics website. And generally it comes out in Nov - Dec time frame. So in the absence of releasing any visa demand or issuance statistics, they spread out the numbers so as to minimize the visa wastage, which makes their inept administration look good. Dont trust me? Check out their yearly visa reports on http://travel.state.gov/visa/statistics/statistics_1476.html. For each of the year, go to Section V, Part I for family preferences. Note for each of your country of chargebility (the country you are a citizen of) how many visas out of the quota of 88000 was issued. And then check the numbers for Mexico. Also verify how many are being issued in F3, F4 categories, which should have lesser priority than F2A technically.

The numbers are the sole indication to anyone outside DoS on the way this whole process is setup. On an annual basis some 10,000 visas are wasted (CIS Ombudsman Report 2010 - google it!), and these are the ones that technically dont figure out in the DoS report of absurd visa allocation numbers of 56,000 for Mexico in 2009 out of 66,000 visas issued that year per DOS estimates.

Clearly, they figure, petitioner and beneficiaries like you fellow members wont question their administration or the lack of transparency. And this would keep on unless the voice of each of you affected by this is heard. Sitting quietly and praying would only get you so much peace. What is required is the feedback to the administration on where and why the visas are issued or stuck and what remedies are being taken? There was another thread in the same forum about sending a draft to your congressmen, CIS Ombudsman or anyone who you think can help bring clarity or reform. Have you taken any steps towards it? If so, keep at it. If not, make efforts to write to them. Write in your

own words asking why there is no movement in the cutoff dates when in FY 2012 (beginning Oct 2011) 88000 visas were supposed to be added and there is no movement as opposed to 4 month movement in Sept 2011, the FY 2011 ending?

For people stuck in excessive processing times - fill this form https://cisombvos.dhs.gov/vos/form7001.aspx

Here is an excerpt from CIS Ombudsman Report of 2010 [http://www.dhs.gov/xlibrary/assets/cisomb_2010_annual_report_to_congress.pdf]

The Ombudsman continues to convene monthly meetings

between USCIS and DOS to facilitate information sharing

regarding administration of the queues for employment

and family green cards. The goal of these monthly meetings

is to provide for the orderly, predictable, and transparent

movement of immigrant visa cut-off dates and related

immigration processing. Discussions can range widely from

labor certification processing information and immigrant

visa usage to remaining visa availability, workload estimates,

and future cut-off date movements.

Personnel from USCIS Headquarters, the four service

centers, and the National Benefits Center, as well the DOS

Visa Office and the National Visa Center have joined these

meetings during the 2010 reporting period to facilitate

increased communication and resource allocation planning

on family-based cases.

This dialogue is critical considering that when USCIS

and DOS fail to accurately estimate cut-off dates, visas go

unused or are shifted to other family or employment-based

categories. Congress passed legislation permitting the

recapture of some unused visa numbers from previous

years.119 Figure 19 presents data on visa numbers “lost”

between 1992 and 2009 for both employment and family

preference categories.

if you watch the schedule and compare with the past months, there is not huge difference between IR/CR demand....this is another way of restricting and wasting visa numbers....

Exceptional research work. Keep it up, kumbahara.

As suggested, below is a good site to send grievances. I am endorsing it as it is directed to the ombudsman.
