Can somebody become a US citizen without paying taxes.

I have a friend that does not need to work. He stays 6 months here and he goes back to his home country every year. He won the Green card through the DV lottery program.His father is really rich and he comes here to have fun only. Does he have a chance to become a US citizen in 5 years?

Even though your friend doesn't need to work, he/she still needs to file for income taxes. The money the person receives from parents is also considered income and should be declared. To my knowledge, the money received is considered a gift and it is subject to income taxes. Can't get around uncle Sam.

The danger is not the tax issue, but surviving 5 years of abusing the Green Card as a tourist visa. If he can pull this off for half a decade without being caught by CBP, kicked in the buttocks and told to turn around and fly back to Bulgaria, he will most likely be able to have a shot at naturalization.
