Hello,

I have a question about DS-230.

1) Can this form be completed signed, scanned and emailed to petitioner to then print and submit to NVC?

2) This site's Wiki states that with DS-230 original documents must be submitted and mailed to NVC; but in DS instruction it says do not send those to NVC but bring them to interview; which is correct?

3) Wiki also states to send photographs, there is nothing in the DS instruction, just fill out form Part 1 and photocopy of passport (unless I have the wrong instruction).

All forms must have original signatures. You cannot submit forms with scanned signatures.

Submit all originals and a copy to the NVC. It is a good idea to have some originals for the interview too.

The NVC doesn't send out forms, they will just give you a link where to download the forms in the payment portal.

16 March 2012 Sent I-751 package from Aviano AB, Italy.

29 March 2012 Received everything back...wrong fee. thought we didn't have to pay biometrics since we were sending fingerprint cards and passport photos.

30 March 2012 Sent everything out again from Aviano AB, Italy.

10 April 2012 Check cashed

17 April 2012 Received NOA1 dated 6 April.

06 Dec 2012 Received 10 yr green card. Letter said it was approved 28 November 2012.

So how do most people do it? They download fill out and mail the form to the petitioner who then sends it to NVC?

Also what about the bar code cover page?

Birth Certificate:

do people really send original birth certificates to NVC? If yes, how do they live in their country without the birth certificate? Does NVC return the original documents?

Is nautorised photocopy of birth certificate with a translation sufficient?

You order a new one if you need more than 1 birth certificate.

You have to request originals back they don't just give them back.

An original signature is required on the DS-230.

For my brother's case, he and I talked over the phone while I filled out the DS-230 on my computer. Then, I emailed the completed form. He printed out the completed form and signed it. He mailed it to me in the US. I double check to make sure the file was complete (he wasn't sure because the instructions were in English). I attached the bar coded page and mailed the file to NVC.

It is absolutely necessary to send the NVC all the requested originals and photocopies. If you do not send in the paperwork, your case will not go forward. You need to send them in.
