I know that documents has to be interpret into English such ask my new born Vietnamese birth certificate. Does it have to be an American interpreter w/ us seal? Or can it be a vn certified translator (dich vien)?

Currently I'm in Vietnam. Translating documents at consulate is expensive

Only the UCSIS and NVC require translations. The US Consulate in VN has staff that can speak both languages. No need to translate for the Consulate. For peace of mind you can have anyone fluent in both languages can translate for you.
