Pakistani Friends,

Does a 23 year Pakistani female need her fathers permission to acquire her passport.

The girl and the rest of her family is estranged from her family.

The girls mother and older brothers are agreeable to the girl getting married to the US Citizen.

My friend talked to a mufti and the mufti said if the father is not looking out for the girls well being the girls brothers can serve as a wali (Islamic guardian)

If you read Nikah Nama carefully it does say, (if any) bride has appointed a lawyer or wali, it's not necessary as she is 23 but her brother can be wali if she wants, secondly there are 6 witnesses required at the time of Nikah, 2 will be witnessed for Marriage, 2 from Groom Side and 2 from Bride, she doesn't need permission from her father to make passport, all she needs CNIC and Birth certificate and I guess they will demand for educational documents.
