What is the official language of Casablanca?

Translations don't get notarized per se, but they do have to be certified by the translator to be true and accurate. In our case, we had ours done by the government office in VN so they would be official, but this is not necessary. Any recognized translator can do the work provided they include a certification on the translation. The wording of this is located in the I-130 and I-129F instruction sheets.

My recommendation is to use one of these translators:

If the consulate provides this list as a service to US Citizens, it's almost as if they have the stamp of approval.
