Wife just became USC and trying to bring both of her parents, sister 21, and brother who is 17.

File 130 for each person? or can everyone be included in 1 130? or 1 for parents and 1 each for brother and sister?

File 130 for brother or something else since he may go over 21 by the time parents arrive?

Please help

it's 1 per person, parents are filed separatly, and siblings aren't derivatives on parent's petitions.

the youngest brother will still be under 21, because parents can take more or less 1 year to come, but until they file and the priority date becomes current he can turn 21, it's cutting it close, currently it's 3 years or more of waiting for LPR filing for unmarried children under 21.

sibling petitions take over 10 years of waiting.

So we will file 1 per person. Does this mean $420 per 130? all do we have to mail each differently or can we include all in 1 package?

yes, one i130 per person, each one costs $420 and each packet has its documents

you can make each separate packet and put it in one big packet and mail one big packet.

you will need copies of marriage licenses from your parents, birth certificates, divorce decree if any.

read the guide to know what to send with the i130, any documents not in English need be accompanied by a translation into English

There will be four separate cases even though your wife will probably file them at the same time using one envelope.

The two cases for the parents will take about 6-12 months. These are Immediate Relative cases when a USC petitions for parents. Derivative beneficiaries are not allowed. Only one visa per I-130 for Immediate Relative cases. Don't be surprise if both cases are not process together (i.e., one may be approved days or weeks before the other) since they are separate cases.

The two cases for the siblings will take at least 10 years.

Once the parents become LPRs, they can petition for their unmarried children. It will probably take about 3 years for the 17 years old son because his case would be in the F2a family preference category. For the 21 years old daughter, it will take at least 8 years because her case would be in the F2b preference category. An LPR cannot petition for a married child, so the cases would automatically be revoked if the kids get marry when the petitioning parent is still an LPR.

Time waiting for a visa is based on the current wait time. It might be longer or shorter depending on the number of applicants in each category who ultimately qualifies for visas.

Help on submitting the I-130s. Each is a separate case. Make separate copies for each case. Your wife will need to submit proof of US citizenship - this requires a photocopy of her US passport or Certificate of Citizenship in each package of documents for the 4 cases. Do not send a single copy for all four cases. Even though you may send all four cases in a single envelope, they will be separated at some point because they will be process separately.

Which will be faster for everyone? File for parents first and let them file for son/daughter?

or

File for all at once and let parents take over the file once they arrive?

There is not parents taking over a petition someone else made for their child, if you file for him/her that's one case and you will be the petitioner.

The fastest way is to bring parents and let them file the petition for Son/daughter.
